Circle Targets 40 Emerging Markets for USDC Expansion

Circle aims to roll out operations across 40 emerging economies as digital dollar usage accelerates beyond early adopters.

Stablecoin operator Circle plans to establish a presence in roughly 40 developing territories worldwide, seeking to capture surging commercial appetite for dollar-denominated digital currencies. Speaking on the sidelines of the International Monetary Fund and World Bank gatherings in Bangkok, Circle chief executive Jeremy Allaire highlighted that digital ledger systems are shifting away from experimentation toward global enterprise scale. The initiative underscores how payment providers are moving rapidly to integrate unbanked or underserved regions into internet-native financial networks.

Global Footprint Reaches Developing Jurisdictions

Circle is focusing its upcoming territorial expansion on economies scattered across African nations, Latin American hubs, territories throughout the Middle East, and various jurisdictions in Southeast Asia. In these locales, access to stable reserve currencies remains constrained, leading both retail users and commercial enterprises to look toward tokenized assets for daily trade and settlements.

Allaire stated during an interview with Reuters that distributed ledger infrastructure is currently passing through a pivotal turning point. In his view, the sector is leaving behind its initial pilot phase to enter a period defined by mainstream institutional throughput. Businesses operating in emerging regions frequently confront currency volatility and friction in legacy cross-border clearing, making decentralized dollar tokens a viable bridge to international commerce.

Background: USDC Growth and Competitive Positioning

Circle serves as the sole issuer of USD Coin (USDC), which stands as the digital asset ecosystem's second-biggest dollar-pegged token by aggregate market capitalization, trailing Tether’s USDT. While Tether has historically maintained dominance in aggregate circulating supply and retail trading pairs on offshore venues, USDC has steadily gained market share across regulated institutional channels and decentralized financial applications.

Research from brokerage firm Bernstein highlighted this shifting landscape in August, anticipating an accelerating adoption phase for USDC across a 12-month horizon. According to Bernstein analysts, several structural tailwinds are aligning behind dollar tokens:

  • Stronger upward momentum across the wider digital asset environment
  • Emerging regulatory frameworks in the United States providing institutional certainty
  • Proliferation of tokenized real-world assets and traditional financial debt instruments
  • Rising integration of digital dollars within mainstream point-of-sale and merchant settlement systems
  • Experimental micro-transactions initiated programmatically by autonomous artificial intelligence agents

These shifting dynamics have already affected transactional metrics. Bernstein noted that USDC captured over 60% of adjusted transaction volume across the stablecoin sector during early 2026, marking a notable rise from roughly 40% registered in 2025. That metric allowed Circle’s flagship token to surpass USDT in adjusted network volume, even while remaining smaller in overall supply capitalization.

Strategic Acquisitions and Infrastructure Laying

To support its global ambition, Circle has also pursued strategic corporate mergers. In September, the organization finalized terms to acquire Tazapay, an enterprise cross-border payment rails firm based in Singapore. Valued at $400 million in an equity-financed arrangement, the deal is projected to formally conclude in 2027.

By folding Tazapay’s existing merchant coverage and localized clearing connections into its digital dollar framework, Circle aims to bypass sluggish correspondent banking intermediaries. This infrastructure play directly supports the company’s intent to embed USDC into corporate treasury flows across Asia and adjacent emerging corridors.

Market Assessment and Open Questions

Circle’s aggressive geographic push represents a maturing phase for the fiat-backed token industry, moving rivalry from speculative liquidity pools on crypto exchanges into local payroll, supplier remittances, and import-export billing. If successful, onboarding roughly 40 non-Western jurisdictions could cement USDC as a cornerstone standard for digital cross-border trade.

Nonetheless, significant hurdles remain. Emerging economies often exhibit strict foreign exchange limitations, meaning local central banks may view digital dollarization as a challenge to national sovereign monetary policy. Observers will need to monitor how local regulators in these target jurisdictions respond to inbound tokenized dollar flows, whether local fiat ramps can handle increased liquidity, and whether Circle can convert its transaction volume advantage into persistent market capitalization growth against USDT.
